Open Peppolの利用者IDの前提となるEASとISO 6523 ICD

注：この表は、JP PINT 1.0公開ページをExcelにカット＆ペーストして作成しました。

この表をページ最後に掲載したDIGITALのEASコード一覧表と比較したところ次の違いがありました。

DIGITALのEASコード一覧表に掲載されているが、JP PINT 1.0 EASコード一覧表から漏れているコード。

上記のコード(0147 0170 0203 0205 0217 0221)はルール定義（スキーマトロン）ファイル PINT-UBL-validation-preprocessed.schでは妥当なコードに含まれておりエラーは報告されません。

なお、ISO/IEC 6523-2のICDリストは、European Unionの公開資料(Excel)が見つかりました。これは、欧州のeInvoiceが採用しているコード一覧表ですが、IDC code listの日付が2020/07/07で、EAS code listは第９版ですので、IDCの登録は0216までであり第10版で追加された米国の9959がEASに含まれていないので、最新状態の確認には使用できませんでした。JP PINTでもこのようなJP PINTで使用されている各種のコードリストが「Webページを眺めて確認しなさい。」だけでなくプログラムが利用できるExcelデータとして提供いただけると嬉しいプロバイダーも多いのではないかと思います。開発から「作業」をなくすために、コンピュータ技術者の仕事のデジタル化も支援いただきたいものです。

3. ルール定義（スキーマトロン）ファイル

PINT-UBL-validation-preprocessed.sch
ISO 6523 ICD listに関連するルールは次の4つです。

適格請求書発行事業者の登録番号を発行する国税庁(0221)は、ISO 6523 ICD code listの検証ルール（スキーマトロン）ではそのままで良いのですが、DIGITAL EASコード一覧表には未掲載ですから、Compliantな検証ルールとするには、EAS code listからは削除してエラーを報告すべきです。

ただし、0221が使えないと法人番号がなくて適格請求書発行事業者の登録番号しかない事業者がJP PINTを使えないので、…

IBT-034-1 Scheme identifier The scheme identifier shall be chosen from a list to be maintained by the Connecting Europe Facility.の条件をチェックしている[ibr-cl-25]-Endpoint identifier scheme identifier MUST belong to the CEF EAS code listという検証ルールチェックでDIGITAL EAS cole list に登録されていないコードを含めても良いのか、仕様ページ上で規定している制約条件に検証ルール（スキーマトロン）が違反しているのですからCompliance条項との整合性に疑問が残ります。DIGITAL EASコード一覧表にない0221が発行した適格請求書発行事業者の登録番号はEndpointIDで使用できないことになりますが、あえて送信したとしてもC2ではエラーが報告されません。どのような処理がComplientなのかを明確に規定している文書が提供されていないことが大きな問題だと思います。参考：Open PeppolのPINTは、国際標準ですか

運用上、問題があるのであれば、Compliance条項の例外を宣言した上で対処すべきだと思います。

JP PINT 1.0では、次のように規定されています。

A seller shall not send messages that are not compliant to the specification identified by the invoice specification identifier (ibt-024)

6.4. Glossary

compliant – some or all features of the core invoice model are used and all rules of the core invoice model are respected

なお、PINT-UBL-validation-preprocessed.schは、CEF eInvoicingに基づいたJP PINT1.0ルール検証環境とテストで紹介したようにCEF eInvoiceのGitHub環境で作成されたファイルです。プログラムの出力なので<assert>が一行で出力されており、人が読めるものではありません。CEF eInvoiceのGitHub環境では、業務の専門家向けのabstractのルール定義とスキーマトロン技術者がコーディングするパラメタルールファイルの2層定義に基づいてこのxxx-preprocessed.schファイルを作成しています。参考：論理定義と物理定義を分けた abstract Schematronファイル構成

また、冒頭で記載したようにCEF は、EAS コード一覧表の保守管理を行っていましたが、プロジェクト期間の終了に伴い、EASコード一覧表の保守管理は欧州委員会の Connecting Europe Facility (CEF) から、現在は Digital Europe Program (DIGITAL) に移管されれています。 このため、メッセージ中の”CEF EAS code list”は、正しくは”DIGITAL EAS code list”でしょうか。

4. DIGITALのEASコード一覧表

次の表は、The Digital Europe Programme (DIGITAL)で提供されているコード一覧表です。この一覧表から、まだ0221が未登録ですが0147および0170は登録済みであることがわかりました。JP JPNT 1.0のEASコード一覧表ページ及びルール定義（スキーマトロン）ファイル PINT-UBL-validation-preprocessed.schファイルのスクリプト訂正が必要です。

eInvoicing に関する欧州規格では、電子アドレス、VAT 番号、通貨など、データ型がCodeのビジネス用語で使用できるコード一覧表を定義しています。
